AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, Claims Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just over a week before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the stances of these political entities, the report pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be keenly observed around Europe for the performance of the Freedom party.

The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.

All major parties have rejected a coalition with the PVV, meaning the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Linked to AI Operation

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
